Should the non custodial parent be able to dictate what's done with the child support they 'pay'??

Should I suggest he be put in jail??? THIS VIDEO WAS MADE LAST MONDAY by the way and still he's made NO PAYMENT. heyyyy friends!! So I really really need some feedback on this!!!! What should child support be used for?? Who should have a say in what it's used for?? Am I in the wrong for my thought process?? Please give me some feedback y'all!!
