What Are STICK and POKE TATTOOS?

I've never really given much thought to stick and poke tattoos. I knew about them, but just didn't think about them. I say often you shouldn't do piercings at home, but what about tattoos at home? Is it more of a cost thing or is it entirely aesthetic?
