New COPPA Rules and Why I Have No Idea What to Do

In case you're wondering where I've been, here's a bit of an explanation. I just found out about the new rules resulting from the COPPA settlement, and like most everyone else, I'm completely confused as to what they mean, and it's probably going to scare me into shutting down my channel because I'm not dealing with this crap.
