I don't know the spawn time or the refresh rate. They are just random. So it's 50/50
It looks like the Tarot Cards have the same spawn locations. I'm starting to get the same cards at different time of the day. As for the Family Heirlooms, Antique Alcohol Bottle, American Wild Flower & Lost Jewelry. I don't have a clue yet. Still random. But some are repeat locations.
