Systems that are highly integrated and collaborative are a double edged sword and can easily be expanded once implemented. Group think is a problem with these Federal programs with change in culture, and with possible unintended or intended consequences. Mission Creep can be a problem. Also problematic are checks and balances that naturally occur when various components are not highly integrated.
