It is worse at 1 item compared to stormrazor and you don't upgrade E until much later into the game. But it's easier to play (fleet + bloodline healing help early), if you get lucky and crit then you absolutely shred people. You still upgrade Q early and when you hit your zeal (so after rageblade) I think you do way more damage and it's just flat out better. So if you are a bit more passive or games go a bit later then this will carry harder at 3 items
