I believe anyone willing can build their own tiny or micro starter house. If you are financially limited: Cut expenses, get free food to save. If physically limited: take a workshop or video course then hire unskilled labor and teach them & oversee the project. It does not add a lot of costs. Move at your own pace, but move!
It is important to just start! Your first structure is best kept small. It lets you get a win under your belt and know that you can do it as well as how large of a structure you can do. Like the settlers of so long ago starting with only the absolute necessities. From there expand and create your dream house over time as money permits.
